No I did not run into a cygxml2-2.dll like you did. I did however picked 
everything to install for cygwin.
Maybe you could try that. Or use a real linux system :)

You need to install Cygwin which is a separate program which emulates a
Linux environment on a win2k box. Go to http://www.cygwin.com/ and click
on the install now button. Don't forget to add the OpenSSL libraries to
the default install options.

You need to install the OpenSSL libraries, just run cygwin's setup.exe
and look for it. Think it is in the "Libraries" section.

I dowloaded kannel-1.2.1.tar.gz - Kannel binaries for Cygwin and
unpacked
and try to run smsbox.exe but noluck it is throwing error crypto.dll not
found.
Can some one help me out to run the gatway.
