Are you sending correct UDH values for OTA & concatanated messages??
Usually, OTA PDU does not fit into single SMS, so have to send two sms with UDH like this
1st SMS -> 0B 05 04 C3 4F 00 00 00 03 C2 02 01 2nd SMS -> 0B 05 04 C3 4F 00 00 00 03 C2 02 02
