here's a line from the log that says the message is ignored:
"INFO: CIMD2: Got empty SMS, ignoring."

You should update to the latest CVS version of Kannel, it will pass on
emtpy sms received through CIMD2. The CVS version is in my opinion more
stable than all current releases anyway.
