Have you tried compiling it?

You need an sms service provider, a modem or you can make a fake sms
provider (SMSC).

If you just want to send/receive SMS use a nokia phone, serial cable and
gnokii. It can run in daemon mode and interface to a database and works
very well. 

I think it is fair to say the Kannel is for larger installations needing
to send lots of messages to and from lots of different numbers.
