Hi Robert, I don't think this is a standard/default feature of kannel.
First step is to get the number from your dialin router/modem. Because it is not send via the PPP protocol or something. It just general caller-id that you should use. I think I would leave kannel out of this. Just configure you webserver/application that it fetches the msisdn from your dialin router when needed (using SNMP or something) , this is the place where msisdn and IP address are mapped. To deny calls on MSISDN is also not doable for Kannel, do this at your dialin router. Good luck!
