here is snip from Kannel's userguide:

mo-recode       boolean

If enabled, Kannel will try to convert received messages
with UCS2 charset to ISO-8859-1 or to UTF-8, simplifying external servers
jobs. If Kannel is able to recode message, it will also change coding to 7
bits and charset to iso-8859-1 or to utf-8.

charset         string
Charset of text message. Used to convert to a format
suitable for 7 bits or to UCS2. Defaults to ISO-8859-1 if coding is 7bits
and UTF16BE if coding is UCS2.

it should be enought to send/receive ucs2 encoded messages.
