As already stated earlier, yes, you should probably use DTMF, but no, this has *nothing* to do with Kannel. You need an IVR server or service provider that will take the calls, tell the users whatever you want, wait for DTMF tones, and send them using whatever method you chose (HTTP, UDP, TCP...) to the box where the game is running.

There are alternative methods like having a Java app on the phone which will convert keypresses into whatever-over-IP messages to the game box, but they're more complex, will not work on all phones, require prior download of the app. On the other hand, it reduces operating costs. You might also consider using SMSes, but obviously this is for applications that are a lot less interactive (e.g. "who wants to be a gazillionaire" rather than "pacman").
