The "tokenized" message is the binary version (at least the WBXML part). Conversion to hex is pretty much straightforward, and you just need to add the WDP and WSP headers.
If you mean getting the complete binary version from the text (xml) version, then a WAP push SI is composed of a WDP header (in UDH), followed by a WSP header, followed by a WBXML-encoded message. The specs for all these are on the WAP Forum website.
