I doubt that you can change the IMSI of a sim card even with a very advanced card reader. In that case it must be a VERY unusual sim card (developer card).
The IMSI on a card can not be changed by any software for security reasons. As the IMSI is used for charging purposes, imagine what could happen if someone could change IMSI by software! What you should be able to do, is to import the IMSI range into your new HLR.
