If you want your push to work in all cases (i.e. including when the user has disconnected from the WAP gateway or the GPRS network), you need the user's MSISDN, so the WAP push can be sent over SMS. If the user connects to your own WAP gateway via your own NAS (which excludes GPRS), and the information is not hidden somehow, you can get the user's MSISDN from RADIUS accounting info send by the NAS. In some other cases, you might get this info (or some other information that can be correlated back to the user) from the carrier if you have a deal with them. Otherwise (the vast majority of cases), you just have to ask the user!
