I got the same error when upgrading from version 1.2.1
to  1.3.1 (using a Falcom modem).  The modem keeps
coming back with "Send command status: -1"

Finally solved it by throwing 1.3.1 out the window and
using the latest CVS snapshot instead.  I don't think
there's anything wrong with your conf file.
