Do I need a device to use kannel?

Sorry for the dumb question(s) I'm probably about to ask. I just had my hosting company install kannel, and I have looked over the config file and everything looks good. I have tried many times to send via http SMS messages to my cellphone, but I not getting anywhere. Do I need a device to use this software to send message, ringtones, etc, to people's Cellphones? I don't know if I doing something wrong, I keep on getting a forbidden page when I try to use the 13013 post and all the other ports are 404ing. I called support and they told me that is was up and running.   Levi
