Have you tried enabling "Delivery Reports" on any handset of yours (not on Kannel just on your handset)? If you did set it, were you able to receive the correct delivery report? If you did not receive any delivery report or did not receive the correct one, then the reason might be that either your telco does not support or disabled it, or your subscription does not support it. You might want to try asking your telco about it.
