WAP Push format

Hi, I use kannel as a PPG (amongst other things), but my knowledge of the internal workings of WAP Push is almost nothing, so please forgive me if I'm asking a stupid question: When I ask kannel to send a WAP Push message (over SMS) - what format is the SMS message in? I understand that it may be in 8bit/7bit/ucs2 format - which one is it? Thanks.
