I use a Siemens C60 and my init string looks like:
AT+CSMS=1+CNMI=1,2,0,0,1
I think your problem is with the CNMI string, I�ve published for you the docs I've found on the siemens phones.
It�s on my site:

It�s for the Siemens S35i, C35i and M35i series, but the commands are somewhat similar. Have a look, maybe you�ll find what�s wrong with your init string.
