I managed to solve my "+" issue by simply configuring the unified-prefix
option to be:

unified-prefix = "+614,04"

I have left the source and destination ton and npi values to all be = 1

Here is an extract from section 4.2.6.3.1 of the MobileWay SMPP
Interface Specification Revision 2.0:

*  Destination TON and NPI are not checked
*  Source NPI is not checked
*  Source TON can be: 1 for numeric type, and 5 for alpha-numeric
*  Source address must not be NULL

Currently MobileWay Australia only sends a "Received by SMSC" (sorry
don't know codes off hand) DLR - and this is from their gateway and not
the networks! I was told that this is because some networks charge a
hefty fee for sending DLR's. So until MobileWay Australia has a uniform
solution these are the only types of DLRs they are providing for MO
premium rated numbers and I assume bulk sms delivery. Not sure what they
have in place for MT premium rated.
