Actually, I do need to authenticate by msisdn.... My situation is that currently the company where I work provides the wap service to its customers through another provider. I don't know how the other provider authenticate the customers but they don't use username and password, they apparently use the msisdn. The case is that we want to give the wap service in house, not using another provider, so I need to be able to authenticate by msisdn in order not to affect the customers that currently use our services.

actually the scenario is like this:
you connect to a NAS (Network Access Server) which can be a dial-up server, wireless connection or so...
you will be authenticated by your username and password... then your msisdn will be registered in the RADIUS server by the NAS (probably it stores your IP too).
 
After that, if your want to authenticate someone, you will use its IP (for example) and get the msisdn from the RADIUS server.
It is up to you to check if the user is valid to use your service (eg. WAP GW) through this msisdn. For services over WAP, Kannel 1.3.2 will provide the user's msisdn as a HTTP header.

Have you tried RADIUS and the kannel 1.3.2's RADIUS box?
(you can use Windows XP Professional, Windows Advance Server 2003 as your RADIUS server.)
