In a way, the normal configuration of Kannel with a GSM modem is, for all intents and purposes, an SMSC. You can use Kannel's http smsc to do this. If you're asking whether Kannel can act as an SMSC in the sense that it would speak (say) the CIMD2 or EMI/UCP protocol, no it can't, not yet.
