In a way, the normal configuration of Kannel with a GSM modem is, for
all intents and purposes, an SMSC.  You can use Kannel's http smsc to do
this.  If you're asking whether Kannel can act as an SMSC in the sense
that it would speak (say) the CIMD2 or EMI/UCP protocol, no it can't,
not yet.  I believe there has been work on using SOAP and/or XML-RPC for
this type of thing as well, but there seems to be no real documentation
for it.
