Currently, Kannel as it exist in open source cannot accept SMPP connections. It can only make outgoing SMPP connections to an SMSC.
I believe to have heard that some parties (Centrium?) have something like an SMPP box available (commercially I believe).
Also Chimit has a commercial SMPP deamon available.
