After dealing a couple of times with this kind of problems, I came with a solution that it usually works:
What I usually do when I encounter such problems, is to send an MO from a regular cell phone, containing the offending characters among some text, and watch the Kannel log files to see what arrives to us. It usually works the same both ways, so if you send "@" and receive "�", you can reverse the process and send "�" to receive "@". I've used it many times and it worked. Your mileage may vary, though... I'm speaking only for my personal experience. Also, some SMSCs behave in unpredictable ways, sometimes because of mobile operator's "creativity" in implementing self-made or propietary solutions that breaks every possible standard they may have ;) so sending a "probe" and seeing what arrives at the other end of the wire could at least save you a lot of trial and error.
