yes, according the GSM specs and the way DCS field is interpreted by devices, this is possible.
From your sendsms calls I see that you do set mclass=2 which is correct. Setting coding=2 causes coding scheme UCS2 for the DCS coding scheme flag. Is that really intended, or are you trying to send 8bit binary messages? Since you use UDH.
