I made severall test with mass sending with some modems, here is the conclusion
:

Protocol for each test : Kannel 1.4, Pentium II,RAM 128Mo, Debian, 36 SMS
sending on 3 different people.

Nokia 12 looks to be the best (5 to 10% failed) with the following setup :
CNMI+2.0.0.1.0 (full DLR) , sim buffering.

The wavecom 1306 has the following result :

CNMI+2.0.0.1.0 (full DLR) , sim buffering => 66% failed
CNMI+2.2.0.0.0 (No DLR, just ACK) , sim buffering => 33% failed

The major pbs with the wavecom is it presnet DLR status as it received it, so it
could me pbs when you are in a way of sending.

I hope this information will help. Does someone know if it is plan to rewrite
the AT SMSC driver ?
