I think (I could be wrong) that's only possible using a custom program
running on the SIM card, using SAT (Sim Application Toolkit) or
something like that...

In short: If you manage to put that kind of program into your
customer's SIM cards (i.e.: you work for a cellco or have a special
agreement with them) you can get the IMEI being sent as an SMS. I'm
not sure if you can load that kind of apps using OTA, at least without
the cellcos allowing you to do that (it would pose a serious security
risk).

Try finding some answers googling for "Sim Application Toolkit" also.
