{This might not be valid for your situation, simply based on my experience}
We have a similar problem with one of our providers, even though I am
sending at under the claimed throughput I get throttled after sending
about 1000 messages. This is due to their outgoing que filling up.
Also, they might be counting concatenated messages as multiple messages,
which can easily take you over the threshold, as kannel submits all
parts of a concatenated message more or less at once.
The max-pending-submits parameter might help, setting it to one
should make kannel wait for a reply from the provider before submitting
the next message. For me this was necessary, as my provider would not
accept any submits while they had not yet replied to a previous request
from me.
