As far as I understand this "the time the message was sent" - it refers to the sending time (when the SMS was transferred to the provider). Otherwise it should be a "the time the message was received". I think this is just a converted part (time of sending -> Unix timestamp) of the SMS header that is delivered besides the message body itself.
