Thank you for your input. We were able to figure out that we should use port 1583 for picture messagings, though their is no official document. SCKL requires 4 messages for 72X28 picture without text. With text it shall require around 4-5 messages. We were able to send 72X28 format picture on NOkia 2112 CDMA which is kind of base model. I am sure on higher model it should also be supported.

Use the same port (1583) for sending and receiving, 0000 for receiving
didn't work, at least for us.

Keep in mind, though, that a 72x28 message encoded that way would take
6 messages, so maybe some terminals won't support it. The maximum
"allowed" limit is 3 messages, that allows for a 72x14 CLI Icon, but
many phones ignore that limit, so your mileage may vary.

If you need and example of a (working) 72x14 CLI logo, mail me in
private. You'd be able to upscale it to a 72x28 easily.
