It says something like:

The <i>Text</i> option is the default, where text is converted to the
GSM alphabet and each message sizes a maximum of 160 characters.
Regarding UNICODE, messages size up to 70 characters, but the text is
not converted and it supports the whole UNICODE alphabet, as long as
the terminal also supports it.

BTW, I'm not the original author of the code, but being a spanish
speaker I can figure out portuguese pretty well ;).
Note that "Texto" should be translated to "Text" on the <SELECT> tag
(If not done already).
