The problem is not on the GSM/GPRS modem side. It's on the Cygwin side.
Kannel is considered to be both unstable (especially on higher loads)
and unsupported on Cygwin, because of the poor (yet slower) threads
implementation of Cygwin. Check devel list archives for more info.
Kannel is not designed for and not very well tested on Windows. YMMV.
