It is possible to do what you're trying. I've achieved it myself
around 2 years ago. You'll just have to send the WAP push to the IP
address of the machine running the simulator, not a MSISDN. Any more
help than that I'm afraid I can't provide as it was 2 years and probably
20 config files ago.
