first of all, Kannel cvs head would be the appropriate choice, it's a 1.4.1RC
and ways more stable then 1.4.0 stable.

you only says "WAP message"... what does that explicetly mean:
a) running Kannel as WAP gateway for providing WAP 1.2.x stack between HTTP
servers and WAP devices.
b) running Kannel as PPG for pusing WAP Push messages via SMS bearer to WAP
devices.
?
Both are supported, and both are described (AFAIK) in the user's guide.
