Hang on...isn't the message just a by product of the operators recognising the call wasn't answered, so they send the SMS? And even so, sometimes there is no message so the handset just shows "missed call" with no SMS. They are "free" because the caller drops the call just in time, i.e. after 1 ring exactly. So the question is how would you do this in Kannel please?
