how r you sending push request to kannel? Have you tried with test_ppg provided by kannel. (You can find test_ppg in $Kannel_gateway/test/test_ppg).
If you are using Java, I already posted code for this . If you use that code then you just need to replace the URL, Description and Mobile number.
try to post your problem more clearly. Like your configuration and where you using this service? Any external program trying to send?
