as Julien noted, Kannel does provide the client side of the EMI/UCP protocol.
In case you are interested to run a EMI/UCP 4.0 server (or even an SMPP v3.4
server), I provide add-on extentions daemons for this purpose (emibox and
smppbox) for running own vSMSC instances.
