European characters in SMS

I'm trying to send French & German characters inside a text SMS.
(I am using compiled kannel CVS snapshot from 26/12/06)
 
What is the minimal configuration that I need for the SMS BOX? How
should I encode my HTTP GET request that actually sends this SMS?
