no, there is no way to let Kannel act as SMPP server, hence as SMSC itself.
For this purpose I provide a Kannel SMPP v3.4 server damon (smppbox) in addition
to the normal Kannel daemons which allows multiple SMPP client connection to be
"bound" to the SMSC upstream connections within the normal Kannel.
