SMPP error 0x08 may be caused by many different things, not necesarily
meaning that your SMSC does not support wap-push. It's a generic
error, in other words.

Wap push it's a specialy crafted binary message. That means that the
message has an UDH and a binary payload. It does not differ too much
from a concatenated message, ringtone or EMS message, at least from
the SMSC standpoint (they all have an udh and a binary payload). If
you're able to send any of them you should be able to send a wap-push
also.

I'd recommend you to contact your SMSC operator and ask him/her about
it. Maybe with some tweaking you can make it work. The only reason for
this to fail it's if your SMSC does not support UDH's (maybe the
operator needs to enable this).

Kannel seems to retry re-sending this message every minute though. Is there
a way to get this message out of the queue, and/or stop retrying after a
number of times?

It's filling my logs now, and also I am not sure if other messages can get
through now?
