several solutions:

1. get a bunch of modems, and use them to balance the MT /MT => Mobile 
terminated/ traffic. 
2. subscribe for bulk SMS service, google : bulk SMS
3. get a premium short number, in this way the MO /MO => Mobile originated/ 
traffic 
will generate proffit which could pay the MT traffic ..

for a similar type or service, i run Wavecom Fastrack modems here with SMPP to 
clickatell.
