Kannel is open source software, so it's free. But(!) you NEED a SMSC provider, ie. clickatell or any other wireless carrier that provides you access via the SMSC protocols Kanne supports.

Kannel CAN NOT send by it's own SMS into the "air". I'll draw an example from the known WWW world:

You can run a HTTP server, ie. Apache HTTP server on your machine. So far ok. But you still need the ISP (deliverying you the IP connectivity) so your HTTP clients are able to "reach" your HTTP server. A pure box in the corner of a room with no network connection is a HTTP server, but no client can reach it.

The same is for SMS delivery. You have a piece of software, Kannel that you can use, but you still need a service provider (SMSC) that delivers you the "conenction layer".
