Have you checked your firewall settings/logs?
Why don’t you bind as transceiver (transceiver-mode=true, remove
receive-port) so you won’t need a server port on your endpoint?

I think you misunderstand the way the SMPP connection works. The SMSC
does not connect back to Kannel. Kannel always connects to the SMSC.
Kannel can connect to the SMSC either as a transmitter, a receiver,
or a transceiver. In all 3 cases its Kannel connecting to the SMSC.
The receive-port option is so that Kannel knows which port on the
SMSC it should try to bind to when it wants to connect as a receiver.
Not all SMSCs / Operators support / allow transceiver connections.
