If you omit the dlr-url parameter and yu're connecting via SMPP...then
Kannel doesn't request a DLR from the SMSC, since you're not interested in
it anyways...

so essentially if you're connecting via smpp you will _never_ use 
dlr-storage internal? or more correctly, dlr-storage internal refers to 
your handling the dlr response yourself rather than using the in-built 
mysql/postgres objects
