Kannel is a WAP and SMS gateway, it is built to connect your application to some SMSC so it's up to your application to generate CDRs and Kannel doesn't do this AFAIK.
3. I added test users to sendsms-user group. I must restart smsbox and bearerbox?
Unfortunately, you have to restart smsbox but I don't think you need to restart bearerbox. -- Enver
