Yep, Kannel is an SMPP _client_.

It's somewhat confusing because once connected, you can receive and
send messages, but it's a _client_. It can only connect to a running
SMPP server, cannot provide incoming SMPP connections.

If you're looking for a server, I've tried the smppbox and it's a
really good and integrated approach.
