As other people have mentioned
aswell, there is a hughe difference, for Operators, and as I believe
the most of us, which is doing commercial messaging. Also keep in mind to test if the Gateway you are using is capable of using the capacity they promise you. I remember a few years ago, we where promissed a lac 40, from a well known company in the market, no names metioned :), unfortunatelty they didn't have the capacity at the end SMSC, so although we where promissed a lac 40, it couldn't even do a lac 10. As far as you question goes it also depends pr. country, because clickatell might route different countries to diferent smsc, maybe they even do it on a pr operator basis, I would assume so.
