Argentina was a really confusing one :)
so am i correct in understanding that mobile phone numbers in argentina
use the same area codes as fixed line phones?
how would you translate an SMS numbering plan into the file format i've
created:

i had Argentina as:
54,911,0
however it seems that from your details it should actually be:
54,15,0
also, is it always 8 digits after 15?

Last but not least, all of the above only applies to PSTN calls. If
you wish to send SMS, the rules vary somewhat:
To send an sms to any cellphone inside argentina, use full MSISDN, you
can spare the country code. For example, using the same number to send
an SMS:
From inside Argentina:
11-12345678
From outside Argentina:
54-11-12345678
So, the 15 and 9 numbers doesn't apply.
