Why would you restart your modem at regular intervals it shouldn't be necessary. I'll rather verify modem config??
You can use the keepalive-cmd=Your_Modem_Reset_Command in group modem and keepalive=Interval_In_Secconds in smsc group.... However keep in mind that, if you reset your modem and kannel tries to send a message it wouldn't be able so it will try to reconnect to the modem... queueing messages and what I think the worst, loosing preciuos transmitting time.
