Are there any problems in sending oma-settings with the security model
userpin or netwpin through Kannel.

I think the encoding is not correctly handled through Kannel, I hope
this could be fixed soon in Kannel to use it in production mode as an
OTA provisioning gateway.

I'm using NowSMS connected to kannel as HTTP SMSC.

The main interface to the SMSC is through Kannel using SMPP and EMI/UCP
protocol.

Now SMS changes the message XML to WBXML format, encode the security
model and send it through Kannel as binary message using the normal
sendsms API.

YMMV, but in my experience kannel has little trouble with sec and pin
parameters.

If the problem has to do with kannel, a look at smsbox and bearerbox
logs could help. 

BTW, what kind of smsc are you sending messages to, modem?, http?

You said NowSms delivers your payloads; are NowSms and Kannel
connected to the same smsc or modem?
