other languages encoding..

in smpp client , how to set encoding for other languages like chinese, japan, 
arabic..etc?

i try the following code but doesn't work

 
request.setShortMessage("未认证的评价该计分吗？",
 Data.ENC_ISO8859_1);

and i get ??? on my handphone
