It has similarity to it but it isn't the same thing. A little text from the
document they sended me:
When the Content Provider has a complete A-number, it becomes possible for
the end customer to finish the purchase. 
It is not possible to bill and to lookup an IP address in the same request
since the IP address could theoretically change between the A-number and the
billing request. Therefore A-number must be known before the billing request
is initiated. 
The request that looks up IP addresses is called TRANSLATEIP. It is similar
to the billing request, but it should instead contain the following fields
(username and password are the ones used for billing)

So basically, I can get the messages people are sending to me though the
operator(tele2) and i configured it with kannel(smpp 3.4). But the problem
is, this way people can send messages free to me and those messages aren't
supposed to be free. I want to do the billing with php, automatically the
messages comes though kannel, i send them to my site and the same time I
bill the message sender. I have php script ready, I just need the
"A-number"(CustomerIP or mobile Ip).
