I could send out the ICQ operator logo.

But I have to convert my own pictures in C#.
I have got the code here

My question is:
1, Udh is always this?:
UDH is: %06%05%04%15%82%00%00 
2, The original icq logo is:
SMS text with logo prefix is (for example ICQ logo :) ): 
%52%f0%20%00%48%0e%01 ...
but my converted ota file prefix is different: the header is:
The first 4 chars
%00%48%1C%01 + the bitmap chars with a logic
Why my C# example uses 1C and link page description is using 0e (I suppose this 
is the high of the picture)
BUT
How can I create the first 3 digits?
%52%f0%20 
What is it in the case when the high is not %0e (it is %1C)

WHAT DOES IT MEAN:
<My MCC is 250 and MNC is 02 and I get the next operator code string: %52%f0%20
What is MMC (and why it is 250)
What is MNC and why it is 02
And why the 3 digit prefix is 
%52%f0%20
What should it be, if the operator logo high is %1C and not %0e?
