Hi,
Unplug your gsm modem. Do tail -f /var/log/messages. Plug it, is it detected
by your system or not? If yes, then try to check /dev/ttyUSBx or /dev/ACMEx.
Is it exist. If yes, try to run Kannel as super user or root.
